Rule 8 (Regla Octava) control and compliance.Do you know how much quota is left today?

Permits from Mexico’s Ministry of Economy exempt import duty, but each one carries a quota in quantity and another in value, a validity period and an annex of tariff codes. Vora reads them, draws them down on every customs entry and stops the operation that exceeds them before it is paid.

The question

How much quota does permit 1931 have left in value, not in pieces, after this week’s customs entries?

Applies to
  • IMMEX
  • PROSEC
  • Ministry of Economy
  • VUCEM
  • .M entry file
The problem

Quota is tracked in Excel and the overrun is discovered when the audit arrives.

70–100%fine

of the goods’ commercial value: the fine range for omitting a non-tariff regulation such as Rule 8.

2quotasper permit

per permit, quantity and US-dollar value, and again per tariff code in the annex. Exceeding either voids the exemption.

0%duty

duty is what covered line items pay. Every entry paid without declaring a valid permit is money that does not come back on its own.

The broker’s validator checks that the entry clears the customs system, not that the declared permit has balance left. The omission surfaces months later, with duty restated, surcharges and the fine.

How Vora solves it

The permit stops being a PDF and becomes a live balance.

Four pieces already running on plant floors, on data the company already produces.

  1. 01

Permit intake from the official letter

The original signed string of the Ministry of Economy letter is read, without OCR: company, tax ID, validity, countries, global quota and the full annex of tariff codes. Assisted certification records who validated what.

  2. 02

    Dual quota in real time

Every permit and every tariff code in its annex carries a balance in quantity and in value. A configurable traffic light warns at 90 and 70 percent of quota and 30 and 15 days before expiry, and flags the breaking point: the exact import where the quota is exceeded.

  3. 03

    Validation before payment

The entry’s .M file is reviewed before signing. A line item with a Rule 8 tariff code and no declared permit, or a permit with no balance, is blocked; a possible omission by coverage is flagged for review. Line items on the same entry compete for the balance.

  4. 04

    Unclaimed duty and exposure

The monthly Data Stage from VUCEM is reconciled against permits and inconsistencies are grouped: no permit declared, out of validity, country not authorized, different unit. Duty paid while holding a permit is quantified in pesos; retroactive exposure distinguishes detected irregularity, estimated exposure and confirmed obligation.

What changes

What the plant can answer from the first month.

  • 01

How much quota is left on each permit and each tariff code, in both dimensions, today.

  • 02

Which entry would exceed the quota if paid as currently captured.

  • 03

How much duty was paid this year while holding a valid permit that exempted it.

  • 04

Which permits were declared on entries but are missing from the catalog, and which expire in the next 30 days.

Questions

What foreign-trade teams ask.

No. The broker still files the entry. Vora reviews the .M before signing and the Data Stage after payment, which is what the broker’s validator does not cover: whether the declared permit has balance and whether a valid one went undeclared.

From three sources the company already has: the Ministry of Economy letters in PDF, the .M file the broker prepares and the monthly Data Stage downloaded from VUCEM. Nothing is keyed in by hand.

They are validated per tariff code with the same logic: the rule checks that the code is covered by the declared program and that the duty applied is the right one.

No. No figure in the system is a fine. It always distinguishes between detected irregularity, estimated exposure with its legal basis and obligation confirmed by the authority.
